The Town of Navarino has completed the first year of the three-year multi-jurisdictional Shawano County comprehensive planning project.  The Town, along with 23 other local governments, is participating in the Shawano County comprehensive planning project, funded in part by a 2005 State of Wisconsin Department of Administration Grant.  At the end of the comprehensive planning process the Town of Navarino will have created a Town Comprehensive Plan containing the following nine elements:  Issues and Opportunities, Agricultural, Natural, and Cultural Resources, Land Use, Transportation, Utilities and Community Facilities, Housing and Neighborhood Development, Economic Development, Intergovernmental Cooperation, and Implementation. 

 

In 2006, members from the Town of Navarino Plan Commission and Town Board met with other jurisdictions in the Eastern Comprehensive Planning Cluster to complete an analysis of the strengths and weakness of the community, craft a vision statement, and to create future goals and to brainstorm methods to accomplish the identified goals.  The planning consultants from Vandewalle and Associates have also created a background report, containing an analysis of the Town's current characteristics in terms of the nine comprehensive plan elements.

 

The majority of the comprehensive plan will be completed in 2007.  The first comprehensive planning event in 2007 was the Planning for Community Character Workshop.  The Planning for Community Character Workshop was an opportunity for members of the general public to learn about available tools to aid in accomplishing the community's defined goals.   

 

The second comprehensive plan meeting in 2007 was the Town of Navarino Land Use Workshop.  The Land Use Workshop was held on Tuesday February 13, 2007, 8:00 PM at the Navarino Town Hall.  Cathi Wielgus, Navarino's Community Planner from Vandewalle and Associates, facilitated the Land Use Workshop.  Participants at the Workshop analyzed current land use within the Town and created a future land use map depicting ideal future land uses. 

 

 

 

Town Comprehensive Plan - First Draft

 

County Meeting – PLAN DIRECTIONS – May 2007

Following the local Land Use Workshop meetings this meeting will be an opportunity for the newly created Shawano County Comprehensive Plan Steering Committee to meet and review the results of the local meetings and discuss the general direction of the County’s Plan. Vandewalle and Associates will facilitate this meeting.

Local Meeting – LAND USE ELEMENT/DRAFT ENTIRE PLAN – June-July 2007

For the majority of communities, local plan commission members will review the results of the February/March Land Use Workshop meetings and the Land Use Element of their comprehensive plan. Several participating communities will review their entire draft plan. These communities may include the Towns of Germania, Seneca, and Pella and the Villages of Tigerton and Aniwa. Vandewalle and Associates will facilitate this meeting.

Cluster Meeting – SHARE FUTURE LAND USE MAPS – August 2007

At the third cluster meeting, participating communities will share their future land use maps and discuss similarities and differences between the Land Use Elements of their respective comprehensive plans. Vandewalle and Associates will facilitate this meeting. A total of 3 cluster meetings will be held.

Cluster Meeting – AGRICULTURE, FOREST MANAGEMENT LAND AND CULTURE – Late August 2007

A meeting will be held at each of the three comprehensive planning clusters discussing three different topics. Each cluster will "host" one of the three meetings, however members of any community regardless of the cluster they are in are invited to attend each meeting.

The Eastern Cluster will host a meeting on Agriculture. The future of agriculture in Shawano County in relation to the draft land use element from the local comprehensive plans will be discussed at this meeting. The meeting may also include a panel discussion with representatives from other communities who have positively and innovatively addressed agriculture through the comprehensive planning process. Tim will be primarily responsible for coordinating this meeting.

The Central Cluster meeting will be focused on the different Cultural categories present throughout the Central and Western portions of the County. Potential topics of discussion include the diversity of cultures in the County (native/non-native), cultural history, and art and entertainment resources. Jay will primarily be responsible for coordinating this meeting.

The conversion of Managed Forest Land and the closure of land for recreational activities will be the main topics of discussion at the Western Cluster meeting. Conversion of MFL land and public hunting access has been a concern throughout the County. At this meeting participants will develop an understanding of what the County and local governments can do to discourage the conversion of MFL land. Melinda will be primarily responsible for coordinating this meeting.

Focus Group Meetings – AGRICULTURE/NATURAL RESOURCES & RECREATION – September 2007

Two total focus group meetings will be held with participants from the initial focus group meetings in December 2006 and other interested parties. At each of the focus group meetings participants will be provided with the results from the previous cluster meetings as well as a draft copy of the goals and objectives for their respective comprehensive plan elements from the County’s Comprehensive Plan. The participants will review the results of the public participation activities and the draft objectives and goals for consistency.

Cluster Meeting – ECONOMIC DEVELOPMENT – September 2007

Building off of the local comprehensive plans’ land use element and the results of the agriculture and natural resources meetings SCEPI will facilitate a meeting at each of the three cluster levels regarding economic development. The Eastern Cluster meeting may focus on agriculture and related industries as well as development within the City of Shawano. The Central Cluster meeting may focus on potential economic development opportunities in unincorporated downtowns and the Stockbridge-Munsee Casino. The Western Cluster meeting may focus on forestry and the timber industry as well as development in the Wittenberg area.

County Meeting – AGRICULTURAL: Land Use, Natural and Cultural Resources; Housing – November 2007

Vandewalle and Associates will attend one meeting at the County level and provide the Shawano County Comprehensive Plan Steering Committee with summaries from the previous public participation efforts and the resulting draft elements of the Shawano County Comprehensive Plan. The main focus of this meeting will be to discuss the Agricultural Element of the Shawano County Comprehensive Plan with the understanding that the future of agriculture within the County is directly tied to the Natural and Cultural Resources and Housing elements of the Shawano County Comprehensive Plan.

County Meeting – ECONOMIC DEVELOPMENT, TRANSPORTATION, UTILITIES AND COMMUNITY FACILITIES – Late October 2007

Vandewalle and Associates will attend one meeting at the County level and provide the Shawano County Comprehensive Plan Steering Committee with a summary from the Economic Development Cluster Meeting and the draft elements of the Shawano County Comprehensive Plan as noted above.

Local Meeting – SPECIFIC ELEMENTS – October-November 2007

Tim, Jay and Melinda will meet individually with the participating communities on a topic specific for each community. For example the Town of Wittenberg may want an additional meeting to discuss economic development opportunities or an additional meeting to discuss the preservation of rural character may be necessary in the Town of Herman.

Cluster Meeting – INTERGOVERNMENTAL COOPERATION/SPECIAL ISSUES – Early December 2007

This cluster meeting will discuss potential issues of conflict (for example, possible meetings include Stockbridge-Munsee Community and surrounding Towns, City of Shawano and adjacent Towns) and to develop techniques to facilitate intergovernmental cooperation. Vandewalle and Associates will facilitate this meeting. This meeting is similar to Task 4.10 in the original Scope of Services. Note: these meetings may not be comprised of the "complete" clusters, but may represent new groupings of communities based on particular issues or concerns. A total of 3 meetings will be led by Vandewalle & Associates.

Local Meeting – COMPLETE COMPREHENSIVE PLAN ADOPTION – February-March 2008

Vandewalle and Associates will present each of the participating communities with the Committee Review Draft of their comprehensive plan. This meeting will be the same as Task 5.1 in the original Scope of Services

Cluster Meeting – SHARE COMPREHENSIVE PLAN – April 2008

This meeting will be an Open House for participating communities to share the Public Review Draft of their comprehensive plans with other communities located with their Comprehensive Plan Cluster Area. Vandewalle and Associates will facilitate three cluster meetings. This is identical to Task 5.4 in the initial Scope of Services.

Local Meeting – IMPLEMENTATION – May 2008

Shawano County Staff will meet individually with each of the participating communities to discuss ideas for implementation of the community’s comprehensive plan. Ideally, this will aid in the creation of the Implementation Element of the County’s Comprehensive Plan and provide the Planning Department with an understanding of what the County can do to assist in local plan implementation.

County Meeting – FINAL PLAN ADOPTION – September 2008

Vandewalle and Associates will provide the Shawano County Comprehensive Plan Steering Committee with a copy of the Committee Review Draft of the Shawano County Comprehensive Plan. This meeting will be the same as Task 5.2 in the original Scope of Services.

County Meeting – IMPLEMENTATION – October 2008

Vandewalle and Associates will meet with the Shawano County Comprehensive Plan Steering Committee to discuss potential alterations to the Shawano County Zoning and Land Division Ordinances. This meeting is identical to Task 6.3 in the original Scope of Services.
